2 February 2009Transmittal NoteSUPPLEMENT NO. 5 TO DOC 9082ICAO’S POLICIES ON CHARGES FOR AIRPORTS AND AIR NAVIGATION SERVICES(Seventh Edition – 2004)1.The attached Supplement supersedes all previous Supplements to Doc 9082 and includesinformation received from States as to their position vis-à-vis ICAO’s Policies on Charges forAirports and Air Navigation Services up to 18 September 2008.2.The Supplement is divided into two parts. Part A includes the analysis of States responses to aquestionnaire on their policies on charges for airports and air navigation services. Part B includesinformation on States’ implementation practices.3.The Supplement will be amended when additional information is received from States.SUPPLEMENT NO. 5 TO DOC 9082The Conference on the Economics of Airports and Air Navigation Services(ANSConf 2000), held in Montreal in June 2000, recognized that there was afundamental and increasing need for feedback and dissemination to States andothers of States’ implementation of ICAO’s Policies on Charges for Airports andAir Navigation Services contained in Doc 9082. After the Conference, the Councilrequested the Secretariat to seek information from States on their current policiesand practices in this regard. The focus was placed on the basic cost recoveryprinciples applicable to charges for airports and air navigation services, as set out inparagraphs 22 (Cost basis for airport charges), 23 (Airport charging systems),38-39 (Cost basis for air navigation services charges), 40 (Allocation of costs ofair navigation services among aeronautical users), 41 (Air navigation servicescharging systems) of Doc 9082 as well as information related to the operations byautonomous entities and whether and how the economic oversight function iscarried out by the State. In order to update this information a questionnaire was sentto States under cover of State letter, EC 2/89-08/39 dated 9 May 2008.
